Goods are in Free Circulation if they are wholly produced in the European Union (EU), unless they are Common Agricultural Policy (CAP) goods on which an Export Refund has been claimed. Goods imported from outside the EU are in Free Circulation if all import formalities have been completed and all Customs charges have been paid and not refunded, wholly or in part.
